The state measures were influenced by several factors namely democracy, human rights and freedom, pressure from the public and House of Representatives, and international aids. Primary sources indicate that due social disgust, leprosy patients were initially segregated from the society for the sake of public security. As a result, the Government measures were to control, label and limit patients’ rights and freedom which absolutely were against the principles of democracy. These severe and unsympathetic measures were loosened up in 1950s after the discovery of leprosy treatment through international aids together with other health promotion programs.
